[EnergyPlus_Support] Modelling Outside Air Damper Leakage and Stuck Damper

I am interested in modeling the impact of Outside Air Damper leakage 
or a stuck Outside Air Damper. Does anyone have suggestions or has 
experience with this task? What classes and objects would I focus on?

I notice that the 3.0 version has added features on how to do this? 
How are the new outside air minimum and maximum fractions different 
that previous versions?
