I think you will need the SVGview.exe installed on your PC with the IE browser, to view the SVG file The viewer needs the IE to open the SVG file. Adobe SVG Viewer download area: The above was from the Adobe web-site some time ago. However, I believe the viewer is still available from download.adobe.com.
May be the EnergyPlus support group can negotiate with Adobe and have a copy kept on the group utilities server. The SVGview.exe file is about 3MB. in size
Microsoft VISTA (SP1) has fixed the above problem.

I have C:\Program Files\Internet Explorer\iexplore.
If the AutoFind button does not work, you can use the Select button yourself to point to the browser, not the plugin.
