Another alternative is Inkscape..  it can zoom and pan too..

If you have Microsoft Visio, that works best for me. You can zoom in
and out really easily which is a very handy feature for large
projects. Visio usually comes with the full Microsoft Office pack, so
you may already have it.

Other than that, Opera, the internet navigator, can open them too, and
is a free ddownload.
