The WeatherConverter that comes with EnergyPlus can convert virtually any hourly text-based weather data.
If you have .bin data for DOE-2, you can convert back to the text format and the WeatherConverter can convert. If your format isn't one of the default formats, you will need to create a .DEF file which provides details on the file format.
All of this is described in the Auxiliary Programs document that comes with EnergyPlus.
