The schedule type limits are just a description of the type of schedule.  If your schedule is fraction, it will typically have values throughout the year between 0 and 1, or above 1.  For occupy, this schedule will modify a base value and multiply it by this fraction.  For example:

Base occupy value: 20 people
Schedule value for 9pm to 7am: 0.1          <~~Fraction
Schedule value for for 7am to 6pm: 1.0      <~~Fraction
Schedule value for 6pm to 9pm: 0.2          <~~Fraction

Results in number of people as:
9pm-7am: 2
7am-6pm: 20
6pm-9pm: 4
