I hope the following responses help you:

1. Search the documentation (EPlusMainMenu.pdf) for "Demand 
Controlled Ventilation" and look for the object 
Controller:OutdoorAir

2. EnergyPlus does not currently provide the LEED EA Credit 
1 forms but does provide most of the values needed on the 
forms in the predefined reports.

3. The AppGPostProcess utility is documented in the 
AuxiliaryPrograms.pdf file and can be accessed using 
EP-Launch on the utility tab. It averages four runs together 
but at this point you have to rotate the building four 
times. I suggest using the Compliance:Building object with 
the Building Rotation for Appendix G field.
