Updated version of the EPlusWth.dll -- used by the WeatherConverter program

Several problems have been found and fixed in the DLL that is used by 
the WeatherConverter program.

1) Design day definitions for ASHRAE Design Condition locations were 
not being properly output to the .ddy file.

2) Design statistics for those locations without ASHRAE Design 
conditions were not being properly calculated.

The EPlusWth.dll should replace the file of the same name in the 
<root>\PreProcess\WeatherConverter folder.
