I have two questions :
- What does it mean "*" in the DataSources/Uncertainty value

the * usually mean that the weather converter has "made" that value.

- Does Energy Plus use the uncertainty value to do calculation ? For exemple : a outdoor dry buld temperature of 10 with A3 have a different effect than a outdoor dry buld temperature of 10 with A9 ?
