[EnergyPlus_Support] Maximum Iteration Tolerance Values

Hey all,
I'm having difficulty trying to decipher the maximum iteration extended warning message.  What do the tolerance values mean?  Is there any significance if the tolerance value is zero or non-zero?  Is the index node listed significant?

Here is an example.
