My apologies to the group. 
In short, the conclusion is that there are no E+ weather data for Dubrovnik, Croatia and even if the detailed data for Dubrovnik would be found, it would be hard to put them in the E+ format. 

Instead, I intend to use weather data of some other close location (Bari or Podgorica).
