[EnergyPlus_Support] Basement questions

Hi All,

Two questions about the basement utility:
1) Does the field "REXT:R Value of any exterior insulation" apply to basement slab insulation or basement wall insulation or what?

2) The documentation suggests that after using the basement utility, the boundary condition should be changed to "OtherSideCoefficients" and then the contents of *_out.csv should be added to the main idf file.  Would this be equivalent to leaving the boundary conditions as "ground" and updating the "Site:GroundTemperature:BuildingSurface" object to the "MonthlyTSurfWall[C]" values?  I'm just asking because this second alternative is a bit easier to script.
