[EnergyPlus_Support] zenith luminance

Hello,

How does the EPlus calculate the zenith luminance for daylighting calculatioin.

In Engineering Ref. page 154 (PDF 193), when calculating f(k,k'), it mentions E(h,k) (horizontal illuminances from skies  k) can be got from  the formula at the top of page 143 (PDF 182). But the problem is how to calculate Lz (zenith luminance)?  Here zenith luminance can not be set as "1".

Thanks,
