It is correct that the weather file will not override the DesignDay data you defined. I am not sure, if the IDF will run with a mismatched DesignDay data, for different locations. I seem to remember that there was an error or warning on the barometer setting value mismatch. You can change that to make it run. But the location of the DesignDay is also the used weather file location for calculation of solar angles, etc. The Ground temperatures, etc. are not changed automatically, by using the weather files for different locations. Since Ohio may have a lower building surface temperature than Arizona, the values need to be adjusted manually. Hello, there will be some warnings if your specifed location is different from that in the weather file. The weather file will not overrive the DesignDay you defined.
