You can setpoint a node tempreture and use a schedule to change the output tempreture of the system depending on the colling capacity and fluid flow..
In the case of the return tmpretura in the plant sizing object you define the loop tempreture diferance, and if the flow and demand side parameters are correctly sized you can achive your objective.
To start out try to autosize sime parametre.
