EPlus and DesignBuilder are different software, their relationship is that DesignBuilder helps to create input file (.IDF) for EPlus.  The option one is feasible, you could create idf file with the help of DesignBuilder if you like. You could also try OpenStudio you asked before. For the option two, I am not sure what you want, do you mea that you only use DesignBuilder to get the same result as did in EPlus?  They are two different software and use different algorithms.

*.idf file is input file for E+. If you develop your model using E+ idf, the DesingBuilder cannot read it. It is a shortcoming in DB that it can generate idf file but connot read idf flie.
