Thank you for your answer. However, I did not ask about the cooling ceiling and heating ceiling. I asked about a radiative convective water baseboard. What I meant is a radiator, device for heating that is at the baseboard (near the floor).

I think for cooling ceiling 70% radiation and 30% convection and for heeting ceiling 80% radiation and 20% convection would be profitable.The reason for the difference is natural convection.
