First look at the ShellAndWait function, found here.  This is what I used originally.  I would first try it out using a program other than EnergyPlus, such as the command prompt ("cmd.exe").  The shell and wait routine should open the command prompt (thus revealing the current directory) and wait for the prompt to close before returning to the VBA code.  This function was a big help when I was first doing this stuff, but that was a few years back.  One thing I seem to remember having trouble with was the working directory.  If you are running EnergyPlus in a directory different than the Excel file, you will want to make sure the working directory is the EnergyPlus directory.
