[EnergyPlus_Support] Fan:OnOff will not run at full capacity

Dear E+ detectives,

*  I am running a simple UnitaryHeatCool system
*  with all components manually sized and a Fan:OnOff object
*  All components are scheduled ON always

Here's the problem:
On a hot summer day, 
*  the zone setpoint is not met
*  the fan node setpoint is not met
* the fan airflow is ~80% of maximum (which I think means it's operating ony 80% of the time)
*  the DX coil is operating at ~80% of capacity

Any ideas why the fan and coil won't run at 100%?
