You should see these notes in the IDFEditor or can view them in the IDD file. Zero's mean off and all other values means on. Yes these notes say "less than or equal to 1" but the code actually only looks for values <= 0 for off and all other values allow venting. You could easily test this by using different values in your schedlue.
