[EnergyPlus_Support] Setpointmanager:outdoor air reset: how to turn heating off

Dear all,
We try to model a district heating system. In our rooms, we have convective baseboard heaters. To control heating, we use setpoint manager: outdoor air reset command. With other methods, we determine  "U factor times area value" of baseboard heaters. When we simulate heating, we obtain correct results except for transition periods between autumn and winter, and between winter and spring. Then, we obtain excessive temperatures in the rooms. Finally, we found out that this is because after outdoor temperature increases above the maximum defined outdoor temperatures at the setpointmanager, the heating is still on. Can you recommend to me how to turn off the heating as it is done in practice?

Best regards
