A weather file for Tainan, Taiwan is already available here (since beginning of 2010):

Before asking for a weather file that is not on the EnergyPlus web site, first check the EnergyPlus_Support YahooGroup web site - there are almost 300 more files that were created from Meteornorm there: http://tech.groups.yahoo.com/group/EnergyPlus_Support/files/Meteonorm_Weather_Files/

The files are arranged by WMO region and country.
