[EnergyPlus_Support] DOE2 Weather File Conversion Error

I am trying to convert a DOE2 weather file (.fmt) to an .epw file and am recieving the following error and don't know where to begin to remedy the error.  Any advice out there for me?  I am not sure where to start troubleshooting.

 

Input File Type=FMT, with FileName=C:\EnergyPlusV6-0-0\WeatherData\CZ12-SACRAMENTO-EXECUTIVE_724830_CZ2010v2.FMT
 -Out of Range Data items will be corrected.
 *** Could not open DOE FMT file=c:\energyplusv6-0-0\weatherdata\cz12-sacramento-executive_724830_cz2010v2.fmt
 Error (  30 {  1E}) [Open failure] found while Reading DOE FMT file=c:\energyplusv6-0-0\weatherdata\cz12-sacramento-executive_724830_cz2010v2.fmt
