I retrieved the zip file from the DOE site for Albuquerque, NM. In this file was epw, stat and idf_editor. Not sure how to get the ddy info.

Which weather zip file did NOT have a ddy file and where did you get it from? Basically, all the ones produced by us have a ddy file.
Now, if the location/design conditions weren't in ASHRAE HOF, then the ddy file would only contain the location information and you would need to manufacture from the data presented in the stat file.
In the MacroDataSets folder of the install, there is a Locations-DesignDays spreadsheet that will allow you to download folders for WMO regions.
It also might be an opportunity to use the: SizingPeriod:WeatherFileConditionType object
