Vinay,

Typically, "shoulder" hours in a time-of-use based tariff 
are the hours between Peak and Off-Peak.  The term 
"mid-peak" is also sometimes used to describe these hours. 
But keep in mind for EnergyPlus these are just labels that 
can be associated with any time based on a schedule.
