You must use the 

GroundHeatTransfer:Control object and tell it to run the Basement
Preprocessor.

Then, it will replace these with appropriate values.  If you have
already done that, perhaps the permissions are not set properly for it to
have incorporated them into your input file.

If you can't solve it, please send it to the helpdesk.
