I can?t imagine that anyone cares about that as long as you explain the modeling rationale.  If you get the physics right and the cost right, it should be acceptable!

How about the utility tarriffs then? The energy usage should be charged for steam right? and not natural-gas.

How about just forgetting the steam part and defining an all-water system with proper boiler efficiency and pump power?  Should be the same energy and performance??
