Your goal will be to ?get it right?. If the steam is delivered by a central plant and is charging $xx.00 / 1000 pounds, you can easily create a natural gas or electricity rate which is equivalent.
I can?t imagine that anyone cares about that as long as you explain the modeling rationale. If you get the physics right and the cost right, it should be acceptable!

How about the utility tarriffs then? The energy usage should be charged for steam right? and not natural-gas.
