You or your university will need to have (at minimum) a collaborative developer's license to get access to the source:

EnergyPlus Licensing is described at this link:
http://apps1.eere.energy.gov/buildings/energyplus/energyplus_licensing.cfm
If the above link doesn't work, try
http://www.energyplus.gov
and then on the left, open the item marked "About Us" -- there should be a licensing item.

Then, the Module Developer's guide which comes with each installation talks about the process for getting a new module into EnergyPlus.
