First you need to create your shading element through one of these objects: WindowMaterial:Shade or WindowMaterial:Blind (it's also possible to create a WindowMaterial:Screen, but this can only be outside the window). After, create a WindowProperty:ShadingControl object. In the "shading type" field, select the appropriate type: BetweenGlassShade or BetweenGlassBlind, depending on your previous choice. Finally, when you create your exterior window with, for example, the FenestrationSurface:Detailed object, reference the shading control object you previously created in the "shading control name" field, and you should be good to go.
