As you've noticed there are quite a few ways. I had a DOAS VAV system not so long ago with a variable flow fan and a DCV system that would change the (Outdoor) air requirement. Here fixed minimums and maximums would limit air if I needed more, and if I needed less, the system would start mixing which was not allowed. My only option was to set a "always-1" schedule for this field of the OutdoorAir Controller.
