Does the zone have an HVAC system that controls to a set point? If so, does the HVAC energy use change?

Are you calling the EMS program at the correct place in the simulation? You could try different calling points.

    Constant Volume Purchased Air Example,  !- Name
    BeginTimestepBeforePredictor,  !- EnergyPlus Model Calling Point

Did you report the transmittance using a report variable?
Did you report the direct solar through the window?

And this just doesnt seem to happen.
