One thing to check is the number of unmet thermostat setpoint hours.  This is often the reason for high energy use differences between two models.  One may be using much less energy, but it is also not meeting the setpoint temperatures.  Also, check to make sure that each piece of equipment is sized properly in both models.  It's possible that the equipment is significantly oversized, and the VAV system was able to make up for this by significantly reducing the supply air flow.

I can't think of any reason you can't change from a VAV to CAV system in the manner you describe.
