Personally haven't seen where the FCU cooling coil is designed for an 65 deg F entering chilled water temp.
the ones I've seen are designed for 45 deg F entering chw temp and a 10 deg F delta T
see pg 13 of attached pdf:
"NOTE: Based on 80°F DB and 67°F WB EAT, 45°F EWT, 10°F temperature rise"
