A simple answer for ZAT not at the setpoint is that the system is not designed or sized properly.
The quick solution for "zone set point not met" is to increasing the sizing multiplier for the VAV fan, so that the VAV damper setting at Unity has a larger air flow to the zone, to cool the return air at the AHU.
Adjusting the chiller size usually has no effect, as the problem is not a limitation of the cooling supply. It is a problem that the VAV fan cannot increase its flow rate to extract more cooling capacity from the cooling coil to meet the zone demand, when the zone VAV damper is opened to its maximum..

I am running a full detailed central vav HVAC, everything is running ok but when i want it to generate the 'no. of not comfortable hr' to check the chiller size, it indicate all zone uncomfortable. I tried to adjust the thermostat but the zone mean temperature didnt not change. May i ask how and what i should do to get the desired result?
