As a ratio, it is common to be between 0 and 1. The exact amount of the upper limiti should be in another filed.
If this is related to the fan volume, it cannot be larger than the fan volume.
OA mixer works in the similar way. The intake cannot be larger than the fan volume. Therefore the maximum multiplier is one, the so -called "100% fresh air." In real life, they are simply two holes in the wall near the fan coil unit.
Mount an inlet fan on the wall, the 100% fresh air is induced into the zone.
