Probably I'm wrong but you could try to set a variable speed pump instead of the constant speed pump.You should place it before the splitter.So now this "variable speed pump" should work as two constant speed pumps,dont let them to set the flow(Passive).
When one boiler is switched on,it requires the nominal flow for it,the "variable speed pump" allows this flow.If your two boilers are switched on,the "variable speed pump" allows the required flow.
It works with the condenser loops in one model that I made.

Making me think?.

Why is it?  We routinely use miracles of creativity and technology that 50-100 years ago would be considered impossible or black magic ? and also assume that whole segments of society are incapable of helping themselves  or acting intelligently.  Is it a self-fulfilling expectation?
