The current, Version 7.0, IdealLoadsAirSsystem is quite different from the original PurchasedAir system.

Unless you know what you have entered or what the HVACtemplate has expanded for you, you can get many different results.  The zone sizing and OA mixer are now  in the same object.
 
This is the reason why I have suggested to looking at the basic report variables to confirm what the system is actualy doing and compare with the know physic rules.
 
It is still possible to make it behave like the old simple PurchasedIar system with the default settings..

IdealLoads HVAC

I think IdealLoads HVAC does "blend" air.

You specify
- Air delivery absolute humidity
- Temperature Setpoint for the zone
- Air delivery temperature to the zone
- ODA fresh air amount

e+ can auto calculate
- Total supply volume (fresh air + recirculated air) to meet the zone loads and maintain the zone temperature setpoint.
