I have asked the developer about this. 
(Off-"site" / off-team developer -- so not sure when/if he will
answer).

I was under the impression that the ecoroof model worked better with CTF
than with Finite Difference (CondFD).  In any case, a newer ecoroof
model was put in V6(?) that improved calculations -- but required more
timesteps.  Left the older model in because it was stable under
fewer timesteps per hour.

They may have not removed the sentence in the Eng Ref.  We sometimes
have problems getting items documented, as you can imagine.
