As far as I know using the non-VAV model, the economizer replaces the return air with the OD Air.
If the mixed air node temperature is in the dead band, there will be no cooling or heating. Otherwise, the other function of the AHU is not changed. The design and choice of the operating temperature range, and the operating temperature difference are the main task However, the use of VAV, EMS and setpoint manager changed all this, and I would simply say it all depends. (on how the controllers and managers are set up.) The on and off of the cooling and heating coil should not be dependent on the fan speed. It is the same "set point not met" problem with or without the economizer. How or when to activate the economizer is still a real system learning problem. If the Economizer is active and supplying max allowable ODA, may the cooling coil also be active to suppliment cooling needs to meet zone loads if the fan max flow rate is already maxed out?
