Also it is noteworthy that the comma can allow you to write notes about your IDF to the IDD- it can be useful if you are building a IDF library.

EnergyPlus does not.

IDFEditor can understand regional settings and I believe attempts to output into EnergyPlus IDF required format.

note that , is a field delimiter to EnergyPlus
