Do it in two stages, to version 7.0 first and then do a single transition from 7 to 7.1.

i used the IDF Version Updater in v7.1 to update a v4.0 idf.
A message says:
"No appropriate TransitionV-x-x to
V-x-x.exe files found. They may need to be downloaded from
www.energyplus.gov/
click on Add-Ons and look for the link to download the Transition programs."
i cannot find the link to download the Transition programs.
