If you need Actual Meteorological Year (AMY) weather files you can use this tool:

You can create AMY-files for Grenchen, Chasseral, Cressier, Bern and Muehleberg. All in 25 km distance from Biel. Go for the location you think has the most similar conditions to Biel and that have good measurement data. The tool was created as a part of my degree project and you can use it for free.
For Typical Meteorological Year (TMY) weather files you can use Genève as suggested in the post above or maybe Dijon, France. http://apps1.eere.energy.gov/buildings/energyplus/cfm/weather_data3.cfm/region=6_europe_wmo_region_6/country=FRA/cname=France
