Possibly I am incorrect, but I recently used a SRI calc to create high SRI materials that should reduce heat island effect, such as the one pasted below;

Name Cool-Roof_SRI-81
Roughness Smooth
Thermal Resistance 0.001
Thermal Absorptance 0.3
Solar Absorptance 0.3
Visible Absorptance 0.3

Then you could also do conceptual massing model green roofs, solar PV, shading from other buildings and much more, 

I think E+ could be great for this so long as the modeler minimized the details of the models to high level parameters. Autodesk ecotech or vassarri may do a good job at this "conceptual massing" by making simplified models, so you might want to use a similar approach.

Very good question. I've been thinking on. I don"t know maybe the answer its "to try". There are many parameters that e+ doesn't take in count (heat island, wind corridors,etc) but maybe to study the solar influence from others buildings, e+ could be a solution.
