If you tried this after converting it to V7.2 (the current release), you would see:
   ** Severe  ** Output:PreprocessorMessage="ExpandObjects" has the following Fatal conditions:
   **   ~~~   ** You must specify at least one HVACTemplate:System:VAV or
   **   ~~~   ** HVACTemplate:Zone:FanCoil if a HVACTemplate:Plant:ChilledWaterLoop is
   **   ~~~   ** defined.
   **  Fatal  ** Preprocessor condition(s) cause termination.

I no longer have V7.1 so I can't tell you what it says there.
