This can happen with cycling fan operation, as opposed to continuous fan operation.

Subject: [EnergyPlus_Support] OutdoorAirSummary dissagrees with Controller:OutdoorAir minimum outdoor air
I have a model that has the OA set to 0.041 m3/s Flow/Zone in the Sizing:Zone object.
Controller:Outdoor Minimum Outdoor Air Flow Rate is set to auto size and returns 0.041 in the the eio.
everything runs 24 hrs. the OutdoorAirSummary in the html report give the minim air flow rate for this same zone as 0.070 ACH, which comes out to about 7 cfm (as apposed do the expected ~86 cfm)
Any insight would be very much appreciated.
