[EnergyPlus_Support] VAV minimum flow setpoints

Hello all,
I am trying to set the minimum air flow of the VAV boxes to satisfy the 
G3.1.3.13 requirement, which says that "Minimum volume setpoints for VAV 
reheat boxes shall be 2.15 L/s.m2 of floor area served or the minimum 
ventilation rate, whichever is larger".

The zone area is 518.49 m2 and the ventilation rate is 0.733 m3/s. So 
the minimum flow rate that I should use according to G3.1.3.13 is 518.49 
* 2.15 / 1000 = 1.115 m3/s, since it is larger than 0.733 m3/s.

This is how I've put it in EnergyPlus:

The output results for F002 Zone Equip Inlet (System Node Volume Flow 
Rate Standard Density) show 0.733 m3/s.

What am I doing wrong and how to set the minimum flow setpoints 
according to G3.1.3.13 correctly?
