I don't think there's a marked difference in the energy performance of windows by orientation in the region that you've mentioned, i.e., the Arabian Gulf region, except for north-facing windows that will not receive any direct solar radiation since this region is still a little north of the Tropic of Cancer. Although the total amount of solar radiation in the other three orientations is essentially the same (see LInes 72-75 of sample Statistics file for Kuwait), south-facing is still preferable to west- or east-facing windows because direct solar radiation can be easily controlled with horizontal window overhangs.
