1. What exactly is a plant loop and how does it tie in with solar panels?
When you say panels I think PV--Solar thermal is what you must be referring too--  either flat plate or evacuated tube solar thermal collectors can collect heat energy from the sun at roughly 70% efficiency. This heat energy is then connected to the building water heater or radiant floor heating systems with a plant loop. The word loop is key because the water or glycol is circulated past a heat exchanger to remove the thermal energy and back to the solar thermal collector. 

2. Is it possible to set a surface as a solar collector and PV simultaneously?
You might use the SolarColectorFlatPlatePhotovoltaicThermal with some correction factor.
