For 2) Because the zone is over cooled. The damper shuts down until the reheat kicks in. I have not look at the VAV for some time. If the set point manager were not set up properly, the reheat heater may not use the cooling theremostat setting. This is just an observation. I have not been active lately and I am not sure whether this has been corrected. For my application I simmply ignore the ASHRAE guideline and set the ref. supply air temperature to a value in the dead band for both cooling and heating. 1. Just like any other system type, if there is no load, the system
would be off (0). 2. This does not make sense. The load would not be getting smaller if the zone setpoint is not met.
