[EnergyPlus_Support] ASHRAE 90.1 Appendix G - Purchased Heat

ASHRAE 90.1 appendix G provides the following guidelines for buildings connected to district or campus thermal energy systems:

G3.1.1.1 Purchased Heat. For systems using purchased hot water or steam, hot water or steam costs shall be based on actual utility rates, and on-site boilers shall not be modeled in the baseline building design.

Definition: purchased energy rates: costs for units of energy or power purchased at the building site. These costs may include energy costs as well as costs for power demand as determined by the adopting authority.

Appendix G has provisions for consideration of purchased heat in Section G3.1.1.1, but no similar provision exists for purchased cooling.

Should the purchased heat rates kept constant between the baseline and proposed model?

If a campus system is designed with all-electric heat recovery chillers, should the purchased heat rates be based on electricity rates and the baseline mechanical system should be System 8 ? VAV with PFP Boxes?

If a campus system is designed with all-electric heat recovery chillers and back-up natural-gas boilers, should the purchased heat rates be based on the combination electric/natural gas electricity rates and the baseline mechanical system should be System 7 ? VAV with Reheat?
