Thanks for replying to my post, so sorry for my late reply!

Lets see, I've attached the expanded idf (with the extension .idf).

Eplus version is 7.2.

There isn't any other pumps on the fancoil.

I'm not sure what control parameter would dictate if the fan coil has a
minimum consumption when in standby.  I checked the 5 zone fancoil example
